eHealth Ontario’s Provincial Client Registry (PCR), formerly known as the Enterprise Master Patient Index (EMPI), integrates with the WTIS and ensures that patient data entered from multiple facility systems across Ontario can be matched and reconciled to a single patient record.
The PCR currently sources demographic data to identify clients from the Registered Persons Database (OHIP) as well as 172 participating sites across the province. Facilities can submit patient information electronically to the PCR through an interface from their facility system over a secure network connection.
In order to open a waitlist entry a patient is needed. When you search for a patient in the WTIS, there are three possible outcomes:

The patient must be registered in the WTIS before a waitlist entry can be created |
Patient record is neither in the PCR or WTIS |
A patient (profile) must be created and saved before a waitlist entry can be added |
Important: A patient must be registered in the WTIS before you can create a waitlist entry, and in order to register a patient the WTIS requires a connection to the PCR. If the PCR is unavailable, you will not be able to register or create waitlist entries for unregistered patients, however you can still work with patients that are already registered in the WTIS. |
